In this article, Rosie Evans discusses the regulation and management of a critical part of internet infrastructure and whether ICANN has become a regulator, by examining its policy-making processes and how it has historically carried out several of its technical functions. However, this article does not assert that the entirety of the internet is governed solely by ICANN, which is a common misunderstanding in the field of internet regulation; rather, its technical remits afford ICANN a substantial part in internet governance.
